I did finally manage to get device manager to report the card as Radeon Xpress Series so I then modded 10.2 with 13.4 and it worked and installed. No other driver would even install fully including the Vista driver from HP for the laptop (which originally came with XP).
It was saying something like "Microsoft generic display adapter" In Device Manager and the driver was just not acceptable. In my case, I could not change my resolution to even be what my screen's native resolution was. If the driver you got through Windows works okay, I would stick with that.
